Position Title:            Human Resource Assistant

Open Period:              20 January 2026 – 28 February 2026

Background:               The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia (RIMES) is an international and intergovernmental institution, owned and governed by its Member States, for the generation, application, and communication of multi-hazard early warning information. RIMES was formed in the aftermath of the 2004 Indian Ocean tsunami, as a collective response by countries in Africa and Asia to establish a regional early warning system within a multi-hazard framework, to strengthen preparedness and response to trans-boundary hazards.

RIMES was formally established on 30 April 2009 and registered with the United Nations on 1 July 2009. It operates from its regional early warning center located at the Asian Institute of Technology (AIT) campus in Pathumthani, Thailand.

Position Description:

The Human Resource Assistant reporting HR and Administrative Officer implements human resource, and administration policies, procedures, and programs, ensuring adherence to RIMES staff and administration rules and regulations, in support of the operation of the RIMES regional facility, implementation of programs and projects, and of RIMES institutional processes.

Duty station:              RIMES Regional Facility, AIT Campus, Pathumthani, Thailand.

Type of Contract:      Full time, project based Contract

Experience:                At least 3 years of relevant experience in international non-profit organizations

Major Duties and Responsibilities:

Human Resource

  • Assist the HR and Administrative Officer to plan future personnel
  • Advertise positions, recruit, contract, and induct personnel and
  • Prepares payroll by calculating pay, distributing checks, and maintaining payroll
  • Liaise with government offices for acquisition of expatriate staff visas and work
  • Maintain employee and consultant
  • Monitor staff attendance, track employee leave of absence, and verify employee time charging for payment.
  • Manage staff needs; monitor and ensure staff
  • Administer employee performance evaluation, and prepare and discuss summary report with HR and Administrative Officer for decisions on promotion, salary increase, or revision of job description.
  • Prepare supporting documents for renewal of contract for
  • Prepare recruitment reports for RIMES and project
  • Advise management team on matters relating to employment law, pay, and
  • Track employee/ consultant contract end dates and initiate contract renewals/ close-out in close coordination with the HR and Administrative Officer relevant Head of the Department.
  • Oversee and monitor all business and employment benefits plans including vendor management, negotiation and renewals processes.
  • Assess human resource capacity gaps within Operational Support Department and design and implement training program to upgrade skills from time to time.
  • Other relevant duties and responsibilities as assigned by the HR and Administrative Officer and Head of Operations and Programs.

Reporting:                 The staff will report to the Human Resource and Administrative Officer.
